Procurement and Contract Management

Procurement is the process of procuring goods, works and services. In procuring, the institution is to purchase goods, recruit service and contract civil works. The procurement goal is to deliver the identified inputs, be they goods, works or services, at the right time, at the right place, and the right price, at the right quality and at the right quantity.

Course structure

The certificate course in Practical Procurement and Contract Management spent approximately 16 hours, OR is offered a 2-day period. The course is based on a participatory, active learning approach, group discussions. An Action Guide for Management and Leadership Skills, by Mr. Kong Samphy, a National Procurement Consultant of Ministry of Commerce. Participants will receive a Certificate of Participation upon successful completion of the course. The maximum number of participants is 20.

National Procurement Specialist,

Ministry of Rural Development, Cambodia South-East Asia Disaster Risk Management Project funded by the World Bank 

Mr. Kong Samphy is a freelance specialist who always mixes the latest procurement training techniques into his training curriculum. Besides more than 10 years of progressive experiences in direct to Procurement, Samphy successfully completed various World Bank Procurement Training Workshop organized by both Ministry of Economy and Finance and the World Bank. He, in addition, has provided procurement trainings to both national and sub-national level. Many Project Director, Managers and relevant Technical Staffs from various externally financed project absorbed comprehensive knowledge related to procurement practice, procurement issues and proposed technical solutions and relevant perspectives.

Mr. Kong Samphy is currently working for Ministry of Rural Development, Cambodia South-East Asia Disaster Risk Management Project funded by the World Bank as National Procurement Specialist. Previously, he worked for several institutions in the same field of procurement such as Ministry of Commerce, Ministry of Agriculture, Forestry and Fisheries, Ministry of Interior, Ministry of National Assembly-Senate Relation and Inspection, Ministry of Women’s Affairs and the Ministry of Health.
